US Congressman. A native of Canonsburg, Pennsylvania, he served in the Union Army during the Civil War, being mustered in as a Private in Company C, 19th Iowa Volunteer Infantry on August 18, 1862. He served through the end of the war, being promoted to Sergeant on June 15, 1864, and was honorably mustered out on July 10, 1865. He studied law after the war, and was admitted to the Ohio State Bar in 1868. He was elected as a Democrat to represent Ohio's 13th Congressional District in the United States House of Representatives, serving from 1891 to 1893.
