U.S. Congressman. Born in Cowansville, Province of Quebec, Canada, he imagrated first to New York in in 1857, to Vermont in 1862 and moved to Omaha, Nebraska, in 1867. There, he studied law, was admitted to the bar in 1869, practiced law, was District Attorney of the third judicial district of Nebraska, (1872-76) and City Attorney of Omaha, (1883-87). In 1889, he was elected as a Republican to the Fifty-first Congress, serving until 1891. An unsuccessful candidate for reelection, he was again appointed City Attorney of Omaha in 1992 and practiced law until his death at age 78 in Atlantic City, New Jersey.
