Son of James Archibald Scruggs and Eliza Meachum/Louisa Mitchum. Uncle of William Whitten Half-brother of Robert L. Scruggs (son of James Archibald Scruggs and Leona Dillard).

Jim is buried in the Holleman Cemetery in a now lost/unmarked grave.

Served Company C 4th Tennessee, Harrison's Brigade, CSA, according to his widow's Confederate Pension application. According to this application, Jim Scruggs went to Texas after the close of the war in the fall of 1865.
