hall state Alexander was the son of Thomas Hall and Elizabeth Owens. The 1910 US Census indicates Alexander was born in Ireland about 1841, and immigrated to the United States in or about 1850.

During the Civil War, Alexander served with the 1st Vermont Cavalry. He mustered in on November 19, 1861
as a Private in Co. A. Taken prisoner at Middleton, Virginia on May 24 1862, he was paroled September 13, 1862. Alexander re-enlisted December 31, 1863, then was wounded in the Battle of the Wilderness ( Spotsylvania and Orange Counties, Virginia) on May 5, 1864.
