MARGARET TERESA DURKIN BAER was born Jan. 24, 1942, in Huntington WV, and died June 4, 2005, in Knoxville TN.

For the past 40 years, she was the devoted wife of Dr. Thomas S. Baer of Knoxville. She was a graduate of St. Joseph Central High School and Marshall University with a B.A. in Speech Pathology. She was the daughter of the former mayor of Huntington, John J. Durkin. She lost her only son, Thomas, in August 1988, and is now with him in heaven. She was a fierce advocate for college campus safety and was instrumental in getting the Tennessee "College and University Campus Security Information Act" of 1989, the Federal "Students' Right to Know and Campus Safety Act" PL 101-542 of 1990, and the Federal "Campus Sexual Assault Victim's Bill of Rights Act" and changes to the "Buckley Amendment" of 1992 enacted into law. She was a member of the Board of Directors of Security on Campus, Inc. She was a founding member of the East Tennessee Victims' Rights Task Force and an active member of The Knoxville HOPE Chapter of The Compassionate Friends, ministering to bereaved parents for nearly 15 years.

She is survived by her husband Tom; daughter Kathleen Baer Stovall of La Grange KY; son-in-law Gerald B. Stovall; grandchildren Gerald Thomas Stovall, Sarah Virginia Stovall, and Hannah Abigail Stovall; and sisters and brothers Mary Anne Durkin Mauro of North Haven CT, Sr. Kathleen Durkin SSJ of Wheeling WV, Julia Clare Durkin Burgette of Proctorville OH, John J. Durkin, Jr., of Pensacola FL, Lawrence Michael Durkin of Sterling VA, and Christopher Koepfer of Cincinnati OH.

She was also preceded in death by her sister Helen Susan Durkin Frye.
