In 1768 Peninah's husband William Walker and most of her brothers, namely John, Enoch, Jesse and James Pugh all signed the Regulator Advertisement #9.

In 1771 Peninah's brother John Pugh was indicted as a regulator for his involvement in a riot and events leading up to Regulator rebellion. Peninah and her mother Elizabeth Pugh were among those who petitioned for his pardon and were deposed as witness to John Pugh's innocence of these accusations.

The Deposition of Peninah Pugh the Deponent Saith "that Shee Knew John Pugh to Bee about His Lawfull Business the twenty fourth and fifth Days of September 1770 near or about forty Miles Distance from Hillsborough."

Peninah Pugh-Walker was named in her father Thomas Pugh's will which was dated 1794 in Randolph County North Carolina, also Peninah's other living siblings were named, John Pugh, James Pugh, and Thomas Pugh.
