Tracy Glenn Watkins was born in Birmingham, Alabama on 4 December 1956 and was the son of J.W. Watkins and Marion Davis Watkins. Tracy was the youngest of four children. He graduated from Butler High School in Huntsville, Alabama in 1975. After high school, he attended Jacksonville State University, Jacksonville Alabama from 1975-1979 and earned Bachelor of Arts degrees in Political Science and Military Science with a minor in economics in 1979. He was also in the ROTC program and was recognized as Distinguished Military Student/Military Graduate and was awarded the ROTC three year scholarship. Tracy was also an active brother and alumni in Sigma Nu Fraternity at JSU and was initiated as Iota Lambda #41 in 1975.
Tracy was a member of the United State Army from 1979-1987 and earned the rank of captain. He served as Operations Manager, Central & South American Operations, Commander of the Airborne Infantry Company in Panama, Battalion Maintenance Officer, Mechanized Infantry Battalion and was an Infantry Rifle Platoon Leader on the DMZ in Korea. He also worked for Raytheon as Operations Officer and trained soldiers in Afghanistan.
Tracy earned a Masters degree in Business Administration from Duke University, Fuqua School of Business, Durham, North Carolina in 1988. Tracy worked selling yachts for a year in Jacksonville, Florida and later became a "turn-around" specialist in the corrugated container industry. In 2011, Tracy opened ARCpoint Labs, a testing facility for drug, alcohol and DNA, in Orlando, FL and was owner of ARCpoint until the time of his death.

Tracy was first married to Debra Hall and they had one son, named Beau T. Watkins. Tracy later met Sharon Burrow while selling yachts in Florida. They fell in love while in Houston, Texas in 1999. They were later married in San Diego, California on 12 July 2003.
Tracy has traveled the world and lived in many places. Salisbury, NC; Charleson, NC; Redwood City, CA; Half Moon Bay, CA; Atlanta, GA; Gulf Shores, AL; Isla Mujeres, Mexico; Bocas Del Toro, Panama and Cocoa Beach, FL are just a few of the places where he has lived.
Tracy was awarded Alumni of the Year in 2005 for the Iota Lambda Chapter of Sigma Nu Fraternity.

Tracy is survived his wife, Sharon Burrow Watkins of Orlando, FL; son, Beau T. Watkins; granddaughter, Penny Watkins; sister, Carole Bruce and husband, Richard, of Greensboro, N.C.; brothers, Tommy Watkins and wife, Margaret, of Birmingham, AL and George Watkins of Birmingham, AL and numerous nieces and nephews
