He resided in Merrimack County, New Hampshire & was a member of the New Hampshire National Guard prior to the war.

His National Guard unit was called into full time active Army service on September 23, 1940, prior to the war, from Concord, New Hampshire. He was noted, at that time, as being Single, without dependents.

Arthur died in the "Line Of Duty" of a non-battle related incident during the war.
