Lawyer Harold C. Smith, Maryland Civic Leader
Harold C. Smith, 78, a prominent Montgomery County lawyer and civic leader, died Thursday at his home, 10213 Farnham Dr., Bethesda, following a series of strokes.
An attorney in Rockville since 1925, Mr. Smith wrote the Montgomery County Code of Local Laws in 1927, and was appointed a police court judge in 1935. Since 1953, he had practiced law with his son, Harold C. Jr.
A charter member and past president of the Rockville Rotary Club, Mr. Smith maintained a 40-year perfect attendance record. He was a founder and former secretary of the Rockville Chamber of Commerce and cofounded the Montgomery County Bus Co., which has since become a part of D.C. Transit System.
During World War I, Mr. Smith served as a private in the Army and later as a second lieutenant in the Army Reserves. He later served as a captain in the Marine Corps.
Active in the American Legion, he was a past departmental commander and executive committee member for the Department of Maryland, and presided over the American Legion State Convention in 1929.
Mr. Smith recently received 50-year membership certificates from the Montgomery Masonic Lodge, Commandery of Knights Templar and King Solomon Council. He was a member of Maryland Council Knight Masons and a noble of Boumi Temple Shrine in Baltimore.
A native of Rockville, he began his law practice in Texas in 1915. He moved to Wyoming in 1919.
He was a graduate of the Rockville Academy of Texas Law School and the George Washington University Law School where he received his juris doctor degree.
Besides his son, Mr. Smith is survived by his wife, Ruth; two other children Anne L. Adams and L. Neville Smith, both of Rockville; a sister, Lucy N. Smith of Rockville; three brothers, Edwin and Duncan, of New Jersey, and Ralph, of Florida; 13 grandchildren and five great-grandchildren.
