Peacetime Medal of Honor Recipient. Born in British North America (now Canada), he served as a Carpenter's Mate in the US Navy. During a heavy gale at sea on February 13, 1879, the U.S.S. Constitution was faltering due to a damaged rudder. Carpenter's Mate Williams volunteered and, by himself, went over the stern of the ship and performed the important repair work on her rudder. For his bravery and service to his ship, he was awarded the Medal of Honor on October 18, 1884. He retired from the Navy in 1896. He died at age 83 in Bala Cynwyd, Pennsylvania.
