US Congressman. Born in Philadelphia, Pennsylvania, he engaged in mercantile pursuits, served in the Pennsylvania State House of Representatives (1891-94), was Sheriff of Philadelphia County (1916-20) and chairman of the Republican city committee, (1916-19). In 1920, he was elected as a Republican to the Sixty-sixth Congress to fill the vacancy caused by the resignation of J. Hampton Moore and reelected to the next seven succeeding Congresses, serving until 1937. An unsuccessful candidate for reelection, he resumed his mercantile pursuits until his death at age 78 in Philadelphia, Pennsylvania.
