Mississippi Governor. He graduated from Mississippi College in 1875, earned a law degree from the University of Virginia in 1880 and was admitted to the bar. Entering politics, he was a member of the Mississippi State Senate, (1880-84) and served as the U.S. District Attorney for the Southern District of Mississippi, (1894-99). In 1900, he was elected as a Democrat the 35th Mississippi Governor, serving until 1904. During his term, insurance laws were improved, the Mississippi department of archives and history was founded, the magnolia was initiated as the state flower and a state department of insurance was created. After leaving office, he retired from public service and practiced law.
