Attorney and a Judge of the United States Court of Claims. Born in Philadelphia and graduated from the University of Pennsylvania Law School in 1942. He was a Captain in the U.S. Army during World War II, from 1942 to 1946. He served as a prosecutor at the Nuremberg Tribunal, winning the conviction of Ilse Koch in the Buchenwald war crimes case. He served in the U.S. Government, 1946 to 1947. He had a private practice in Philadelphia, Pennsylvania, 1948 to 1969. Deputy attorney general, State of Pennsylvania, 1948 to 1953. Counsel, House Committee on Un-American Activities, U.S. House of Representatives, 1953 to 1955. Legal advisor to the chairman and executive director, Civil Aeronautics Board, Washington, DC, 1955 to 1958. Member, Foreign Claims Settlement Commission, Washington, DC, 1958 to 1961. Administrative assistant, U.S. Senator Hugh Scott, 1963 to 1966. Executive director, General State Authority, State of Pennsylvania, 1967 to 1968. Administrator, General Services Administration, 1969 to 1972. Robert managed the U.S. Senate campaign of Senator Hugh Scott in 1964, the campaign of Arlen Specter for District Attorney of Philadelphia in 1965 and the campaign of Raymond Shafer for Governor of Pennsylvania in 1966. In 1968 Mr. Nixon appointed him Administrator of the General Services Administration. Robert was appointed to the court by President Nixon in 1972 and served until his death in 1982. At the time of his death he was survived by two children, his father and a sister.
