She was born March 2, 1930, in Claysville, PA, a daughter of James L. and Julia Marshall Campsey.
Following high school graduation, she took a job with the United States Government in Washington, D.C., and retired after 40 years of service as a secretary with the National Institute of Health.
In addition to her parents and husband Melvin Colburn, she was preceded in death by brothers James Marshall Campsey and H. O. Campsey, and sister Sally Lee Campsey Sprowls.
