The daughter of Theodore Baldwin Bethea and Minna Wellborn Dent Bethea, Sally was educated in the public schools of Montgomery, and studied piano and dance, which was her first love, throughout her school career. She graduated from Sidney Lanier High School in 1936, with a Latin Diploma. She attended Alabama Polytechnic Institute in Auburn, Alabama for only two years due to the Depression, and upon her return home, she was employed by the Farm Security Administration. During World War II, she began working at Maxwell Field as a secretary. She married John Sim Roth on January 2, 1952. After twenty-nine years of working as a Civil Servant, Sally retired in 1971.

She had two step children:

Theodora "Teddie" Kay Roth
John Phillip Roth

and one daughter:

Minna Dent Roth

Sally was a member of the Francis Marion Chapter of the DAR in Montgomery, AL, a lifetime member of the Colonial Dames of America, and a lifelong member of St John's Episcopal Church in Montgomery, AL.

She was predeceased by her parents, her husband, and by her only sister, Betty Bethea Vickers.
