US Congressman. He attended local common schools in New York and engaged in the dry-goods business. Born in New York City, he later moved to Brooklyn, New York, and he engaged in the sale of liquor. After many years as a successful entrepreneur, he decided to enter politics. A Democrat, he then served New York's 4th District in the United States House of Representatives, from from 1885 to 1889. He did not seek reelection in 1888. He became seriously ill while attending the inauguration ceremonies of President Benjamin Harrison on March 4, 1889, and passed away three weeks later on March 27, 1889, in Washington, D.C. while still in office. The cause of death was acute intestinal catarrh (inflammation of the intestinal tract) which led to heart failure. At the time of his passing, he was only 40 years old.
