Charles was the son of Elijah Lanning Jr. and Mary Burroughs. He was listed as aged 8 in 1850, as aged 16 in 1860, as aged 22 in 1870, as aged 29 in 1880, as born Sep. 1845 in 1900, and as aged 67 in 1910. He was probably born about 1842/43 based on these references and his mother's age.

He married Nellie A. Sanderson, and they were living in Butler Co., Iowa, in 1870 and 1880. In 1900, he and his family were in Trenton, Mercer Co., NJ, and in 1910 he was living in Hopewell Twp., Mercer Co.

Charles was a farm laborer (1860 & 1870), constable (1880), and county farm official/workhouse guard (1900 & 1910).
