U.S. Congressman. Born in Cleveland, Ohio, he studied law at the Cleveland Law School, was admitted to the bar in 1899 and commenced to practice law in Cleveland, Ohio. He was clerk for the Committee on Rivers and Harbors, House of Representatives, (1901-09). In 1909, he was elected as a Republican to the Sixty-first Congress to fill the vacancy caused by the resignation of Theodore E. Burton, serving until 1911. An unsuccessful candidate for reelection, he was appointed as receiver of the Cleveland & Pittsburgh Coal Company moved to New York in 1915 and engaged in the brokerage business until his death at age 56 in Hills Gardens, New York.
