U.S. Congressman. Born in Allegheny City, Pennsylvania, he was secretary to Congressman Stephen G. Porter, (1911-19), secretary of the American delegation to the League of Nations Conference at Geneva, (1924-25) and clerk of the Committee on Foreign Affairs of the United States House of Representatives, (1919-30). In 1930, he was elected as a Republican to the Seventy-first Congress to fill the vacancy caused by the death of Stephen G. Porter, reelected to the Seventy-second Congress, serving until 1933. After his term, he was secretary to Congressman Michael J. Muldowney, in 1935 and clerk to United States Senator James J. Davis of Pennsylvania, (1939-45). He died at age 81 in Bethesda, Maryland.
