Joseph was born June 19, 1940, in Leavittsburg, the son of Joseph T. and Hazel A. (Miller) Higley.
Joseph was a graduate of Leavittsburg High School and worked 38 years at Republic Steel, retiring in 1997.
He was a member of the Warren Moose Lodge and the Warren Ski Club.
He was a dance instructor and loved traveling and sailing. Joseph also enjoyed watching football and NASCAR.
Joseph leaves behind two daughters, Valerie (Brian) Siler and Joleen Beach and two granddaughters, Rachael (Joseph) Hudak and Kiersten Siler.
His parents, two sisters, a brother and a niece preceded him in death.
Burial will take place at Crown Hill Burial Park.
