Bernard was born in Loningen, Oldenburg (a duchy) in 1842. Bernard immigrated to the United States in 1855. When Bernard immigrated to America in 1855, Oldenburg was classified as a Grand Duchy. Bernard would marry Maria Niemeyer on April 26, 1870 at Saint Dominic Catholic Church, Breeze, Illinois. They would have two children John and Theodore.

Loningen, Oldenburg is located in the lowlands of the North Sea. At the time of Bernard birth Oldenburg was a sovereign independent state, having obtained its independence from Denmark in 1773. Oldenburg at this point was classified as a Duchy (ruled by a Duke). By 1853 Oldenburg had became a Grand Duchy (a sovereign state held in personal union with other states). Oldenburg joined the Zollverein (German Customs Union) in 1853. It might be noted that Norway and Sweden were part of the Zollverein Custom Unit.

Oldenburg would not join the North German Confederation until 1867 and the German Reich until 1871. In 1919 following World War I and the Weimar Constitution the grand duchy was replaced with an elected (Land) government.
