Mr. Baxter, age 62, was the general manager of merchandise at the Westinghouse plant. He was a graduate of Eden High School and Tri-State College in Indiana. He enlisted in the National Guard, later transferring to the regular Army, and fought in World War I.
He was the husband of Cecelia Engert Baxter; father of L. Kenneth Baxter Jr., Mrs. Constance C Bishop, and Mrs. Lorraine Bair; brother of James B Baxter of Eden, Ind., Mrs. Helen Lash of Mansfield ; and half brother of Orson Peck of Columbus.
