After obtaining a primary education in the public schools he was employed by Mr. Hucks, a hardware merchant; later he turned his attention to the insurance business, being for a time agent for the New York Life Insurance Company, with Belleville and vicinity as his territory.
During the Civil War he enlisted as a private in the Twelfth Regiment, Missouri Volunteer Infantry, serving for three years and being promoted to the rank of Lieutenant in his company. [survived the Battle of Pea Ridge, the hardest battle fought during the Civil War]
On his return to Belleville he again became interested in insurance, which business he followed until his death, which occurred January 21, 1896. He is interred in Walnut Hill Cemetery.
On March 3, 1880, Mr. Hilgard was married to Anna Heimberger, a native of Bavaria, Germany, who was educated in the public schools of New York. They became parents of Milosh, Harold and Alexander. The eldest son is a First Lieutenant in the United States Regular Army, who served in the Philippines. In his political belief, Charles was affiliated with the Republican party, serving two terms as City Treasurer of Belleville, and as Deputy under Sheriff Ropiequet. Paternally, Mr. Hilgard was a member of the G.A.R.

Charles W. Hilgard, Ex-City Treasurer and son of Theodore, born on Hilgard farm 4 miles east of Belleville in 1841 died January 20th at age 56 years. He served in the 12th Mo. Regiment during the Civil War. He was elected Deputy Sheriff and City Treasurer several terms.
Charles married Anna Heimberger in 1860.
He is survived by his wife and three sons:
