U.S. Congressman. He served as member of the National Guard of Ohio, (1875-82) and saw service during the Newark riots in 1877. He graduated from the National Normal University, in 1887, taught in the Greenville High School, (1886-89), graduated from the medical department of the University of Wooster, in 1891 and commenced to practice medicine. He was a member of the board of education, (1906-14) and was Mayor of Greenville, Ohio, (1921-25). In 1925, he was elected as a Republican to the Sixty-ninth and Seventieth Congresses, serving until 1929. Not a candidate for re-nomination, he resumed the practice of medicine until his death at age 80.
