Orrel was born in Perry, Iowa and lived for a few years in nearby Linden. In about 1905, she moved with her parents, brother Harry and sister Edith to Canada where they lived for just a few years. By about 1909, they moved back to Iowa and lived for a short time in Creston where her brother Harry died of scarlet fever at the age of 10. Shortly after, the four of them moved to Council Bluffs where her uncle Charles McKinley lived.

Orrel first married James S. Jorgensen in Council Bluffs, Iowa on 21 September 1921. They had two children. The first was a stillborn son, Robert, on 2 November 1923; the second child was daughter, Lucille Catherine Jorgenson, born in 1924. James and Orrel divorced 7 September 1927 in Council Bluffs. Orrel married Albert Leo "Bert" Bussey on 4 October 1930 in Council Bluffs. Albert adopted step-daughter, Lucille, and her name was changed to Lucille Bussey. They moved from Council Bluffs to Nebraska City, Otoe County, Nebraska where they appear in the 1940 census. Orrel and Albert had no known children together. It is not known at present what happened to Albert.

Orrel then married William Asa "Bill" Williams 14 November 1951 and they remained married until Orrel died. After her death, Bill entered a retirement home in Bedford, Virginia but died less than a year later; he was returned to Florida for burial. Orrel and Bill lived in Nebraska City where Orrel held public office and Bill ran a successful business until they retired to Lehigh Acres, Lee County, Florida where they lived out their days together.

Orrel's daughter Lucille Pedersen died in the Seattle area of Washington in 2016. She had two daughters - Donna and Janice.
