Hesperia resident, Joseph H. Phelps, passed away June 12, 2002, of natural causes. He was born on July 27, 1919, in McCook, Neb., to Jesse and Julia Phelps. He was 82 years of age. A 60-year resident of California, he lived in Hesperia for 24 years. He was a horseman all his life. Having been a jockey, a trainer and a racing official in charge of the Jockey's Room during his career, he was very active in the Jockey's Union, Local 495, helping to organize their pension plan. Mr. Phelps was a U.S. Army veteran of World War II. He is survived by his wife of 42 years, Arliene E. Phelps of Hesperia; son and daughter-in-law Charles A. and Audrey Phelps of Alberta, Canada; son Clay W. Phelps of Chula Vista; and son Gary L. Phelps of Hesperia; Bonny A. and Bill Hutchison, daughter and husband, of Hesperia; Sharon and Bob Harmon, daughter and husband of Bakersfield; and Vurla L. Wittman, daughter, and friend Bob of Caliente; 10 grandchildren; and 14 great-grandchildren. Visitation is scheduled for Sunday from 4 to 8 p.m. at Kern Mortuary Chapel, 16120 Main St. in Hesperia, and Monday from 10 a.m. to 2 p.m. at the same location. Funeral services will be Monday at 2 p.m. at Kern Hesperia Mortuary, with burial immediately following at Desert View Memorial Park in Victorville. Kern Hesperia Mortuary is handling arrangements..
