US Congressman, Providence Mayor. Elected as a Democrat to represent Rhode Island's 1st District in the Fifty-eighth and two succeeding Congresses, he served from March 4, 1903 until his death in office. An 1874 graduate of Brown University, Granger earned a law degree at Boston University in 1877 and became a practicing attorney in his native Providence, Rhode Island. His solid record as Treasurer of Providence (1890 to 1901) won him two terms as the city's Mayor (1901 and 1902), followed by election to the US House of Representatives. Throughout his Congressional service he was a member of the House Ways and Means Committee. Granger's third term was clouded by illness and he was unable to attend sessions for six months prior to his death in Washington DC. He never married.
