US Congressman. He was the eldest of twelve children born to James Hughston and Lucy Spaulding Hughston in Sidney, New York, and was educated in preparatory studies. He then studied law and was admitted to the bar in 1839. He settled in Delhi, New York, and commenced to practicing law. He married Caroline M. Hewitt and they had four children (Joseph H. was born in 1845, Caroline was born in 1847, Annie was born in 1852, and Kate was born in 1855). He then served as the District Attorney of Delaware County, New York, from 1842 to 1845, before resuming his law practice. He then decided to run for a seat in the United States Congress and was elected as an Opposition Party candidate. He served New York's Thirty-Fourth Congress in the United States House of Representatives from 1855 to 1857. After his term in the United States Congress expired on March 3, 1857, he was succeeded by United States Representative Oliver Andrew Morse. He lastly served as the United States Consular Marshal in Shanghai, China, in 1862. He was personally chosen by then-President Abraham Lincoln to serve in that position. He died unexpectedly while still in office on November 10, 1862, in Shanghai, China, at the age of about 53 or 54, and was buried in the Pootung Seamen's Cemetery in that city.
