U.S. Congressman. He studied law, was admitted to the bar in 1879, and began practicing law in Naugatuck, Connecticut. Active in local politics, he was Chairman of the Naugatuck Democratic Town Committee, Clerk of the Borough Town Court in Naugatuck, Borough Town Attorney (1895 to 1918), and member of Naugatuck's Board of Education (1901 to 1918). He was also a member of the Connecticut State Senate (1899 to 1901). In 1913, he was elected as a Democrat to the Sixty-third Congress, serving until 1915. An unsuccessful candidate for reelection, he resumed the practice of law until his death.
