Joyce Dolores Arps, wonderful and loving mother, precious grandmother, beloved sister and friend, died July 17, 2012 at Centinela Hospital in Inglewood, CA.

Joyce made her transition peacefully into the light, surrounded by her devoted family. She was born March 12, 1936 in Pickens, Arkansas. She was the third of six children born to Elisha Hair Sr., and Vivian Shelton Hair. She married C.B. Arps in 1952.

A world traveler, Joyce visited most of the USA, Europe and the Bahamas. Retired, she worked for The City of LA for 31 years and was appointed to special commissions by Mayor Thomas Bradley, Councilman Kenneth Hahn and others. She was the first woman to break through the all male bastion of The Department of Building and Safety Inspection Unit. …
