After the First World War (Great War) in 1919 he became a member of the DDP (German Democratic Party). He was also a member of the German Parliament (Reichstag). From 1925 to 1933 he was the German commerce secretary. In the time of Nationalsocialism he worked as a lawyer and lived in Berlin. He became a founder of the Christian Democratic Party (CDU) in Berlin after the end of the Second World War and became the local chairman in 1947. In 1953 Walther Schreiber became mayor of the city of Berlin. He holded this office until the elections of December 1954. After he lost the election Walther Schreiber withdrawed from the public.
