Neal was born in Hillsboro, Pocahontas County, West Virginia on March 27, 1913. He was retired from the Department of Highways and was a member of Wesley Chapel United Methodist Church.
Surviving: Wife, Hazel, sons, Randolph and Wayne, of Hillsboro, Steve of Mount Solon, Virginia daughters Mrs. Mary McCoy and Mrs. Charleen Buzzard of Hillsboro; Brothers Robert and Roy of Hillsboro, James of Sheffield, Pennsylvania; sisters Mrs. Eva Payne and Mrs. Ruth Hollandsworth of Hillsboro, and Mrs.Dorothy Fowler of Baltimore, Maryland.
The Rev. Verlin Butcher conducted the funeral services at 2 p.m. Saturday November 29 in the Van-Reenen Funeral Home, Marlinton. Burial followed in the Oak Grove Cemetery.
