U.S. Congressman. He graduated from Washington and Jefferson College, in 1881, from the law department of Columbia College, in 1884, was admitted to the bar, and commenced to practice law in Greensburg, Pennsylvania. He also engaged in banking and coal-mining enterprises. Entering politics, he was chairman of the Pennsylvania Republican Committee in 1885 and a member of the Pennsylvania State Senate (1888 to 1892). In 1897, he was elected as a Republican to the Fifty-fifth Congress, serving until 1899. Also, during his time in Congress, he served as a Major with the Pennsylvania National Guard in the Spanish-American War in 1898. After the war, he resumed the practice of law and was elected to the Sixty-fifth Congress in 1917 and served until his death.
