Born in Wheeling, Ohio County, Virginia before West Virginia statehood.

The 1850 census, Wheeling, lists A. Jackson age 31 born abt 1819 a carpenter with his siblings Alexander 38 carpenter, Mary 34, Elizabeth 28.

However, Andrew J appears on the 1860 census Wheeling VA, age 40, born abt 1820 with his siblings Mary A 45 , Elizabeth 35 and Alexander 57 a carpetner all born VA. The record shows value of his real estate to be $8,000. and value of his personal estate $40,000.

He served as Collector of Customs and was elected Senator for state of West Virginia, first district, Ohio County, however he died before his term expired. His vacancy was filled by Sen. Alfred Caldwell.

The Richmond Daily Whig wrote: "Gen. A.J. Pannell, a West Virginia Senator, and Chairman of the State Democratic Executive Committee, fell dead from heart disease Sunday, at his cottage in Greenbrier, White Sulphur Springs."

There were tax assessment records for Andrew J. Pannell Co. in Wheeling.

His sibings and heirs Mary Ann Pannell and Lizz J Pannell and Alex Pannell, appointed Josiah F. Updegraff administrator of Andrew's estate, Sept 25, 1875, Wheeling.
Others were appointed as appraisers.
