Frank was born on February 23, 1921 to the late Thomas Frank and Essie Lee Grammer Bland, Sr. in Marshall, Texas. Growing up in and around the Longview area Frank attended Judson High School where he played on the football team. It was during high school that Frank met and fell in love with his sweet heart, Julia Mae Roland. They married February 18, 1921 in Tyler, Texas. Together they raised two sons, Roland Stanley and David Timothy. Frank served his country during WWII in the United States Navy as a communications officer. Frank worked for the Texas Department of Public Safety for over 42 years where he retired as an Inspector of Communications. After retirement in 1985, Frank and Julia moved back to their childhood home in Longview, Texas . Frank was a devoted member of his church, Winterfield Methodist of Longview, where he enjoyed teaching the Adult Senior Sunday School class. In his spare time Frank enjoyed going out to the farm.
Frank leaves his sons, Stanley and Tim Bland and their families. He was "Grandpa" to 4 grandchildren and 7 great grandchildren; along with other loving family members and friends.
A Memorial Service is being planned for a later date back in Longview at Winterfield Methodist.
