Civil War Union Brevet Major General, US Congressman. A lawyer at the outbreak of the Civil War, he enlisted in the Union Army in April, 1861, and was commissioned a Major. Promoted Lieutenant Colonel of the 110th Ohio Volunteer Infantry, he participated in the battles at Petersburg, Richmond and was appointed Brigadier General in October, For his war service he was brevetted Major General of US Volunteers on April 9, 1865. After the war, he resumed legal practice and was elected as a Republican to the Forty-fifth and to the three succeeding Congresses, serving 1877 to 1885. He served as a General of US Volunteers in Spanish-American War and was elected again to the Fifty-ninth, Sixtieth, and Sixty-first Congresses, serving 1905 to 1911.
