Charles Leroy Bartlett was born on 10 Apr 1901 in Kedron Township, Woodbury County, Iowa, U.S.A. he was the first born child of Howard and Ethel (Bowers) Bartlett. Sometime approximately around 1905 his family moved to Fergus Falls, Otter Tail, Minnesota. They remained there until approximately 1907 when they moved to Devil's Lake, Ramsey County, North Dakota. The family settled there. In 1918 his draft registration card described him as having red hair, blue eyes, slender build (his mother Ethel had red hair in her younger days as well). He was working as a farm laborer. In approximately 1929 he crossed over into Canada to work for the utility companies. He married a woman named Margaret Black, they lived together in Regina, Canada, no evidence of children has been found to date. On March 11, 1938 Charles passed away very unexpectedly at the age of 36. The various census records that he appears in shows that he often interchanged his first and middle names. Sometimes he was recorded as Leroy, Leroy C., Roy C., Charles, Charles Leroy , etc.
