Urbin was the son of Thomas and Ellen (Fallon) Kelley. Having attended Southington schools, he graduated from the Pequod Business School in Meriden.
He was married to Dorothy (McKeon) Kelley.
From 1938 until his death, Urbin owned and operated Southington Monumental Works. Additionally, he was a reporter for the Meriden Record for 46 years, covering a variety of activities in Southington until his retirement in 1975. He had also worked for the Waterbury Republican-American.
Urbin, a former member of the Board of Burgesses and Southington Democratic Town Committee, was the custodian of the town's voting machines.
He was first elected to the Southington Board of Education in 1940, serving several years as chairman and vice chairman. Urbin would sit on the board until his death, setting a state record for longest span of service on a board of education - 43 years.
Urbin was active in the community with the Exchange Club, the International Order of Redmen, the Elks and the local chamber of commerce. He was also a former member of the Southington Volunteer Fire Department, Co. 1.
In honor of Urbin's years of service, the Southington Board of Education shortly after his death renamed West Ridge Elementary School the Urbin T. Kelley Elementary School. Also, the Urbin T. Kelley Foundation for Scholarship and Philanthropic Organizations was established in his memory.
Mr. Kelley was succeeded on the school board by his son, Kevin, who would later be named chairman. He died in 1994.
