He was born April 21, 1961 in Urbana, Illinois to Dale T. Howard Sr. and Joan Jorgensen Howard. He was preceded in death by his father.
He is survived by his mother; brothers, Sam (Debby) Howard, Dale (Twyla) Howard Jr., Mark Howard and Curtis (Elizabeth) Howard.
He joined the U.S. Army and spent two years in Germany, followed by six years stationed in Washington at Fort Lewis. After his time in the Army, he was employed at the Department of Social and Health Services as a computer technician until the time of his passing.
