Jacob Jenne was born in Boetzingen, Freiburg, Baden, son of John Martin Jenne and Mary Magdalene Gancinger. He was brother of George Jenne, Jacob "Martin" Jenne, George Frederick "Fred" Jenne, Edward Jenne, William Jenne and Clothilda "Tillie" (Jenne) Kohne. In 1883 he married Bertha Sophia Kaehler in Coupeville, Washington. They had three sons, Arthur C. Jenne, Walter Jacob Jenne, and Dr. Charles Percival Jenne.

The following is from "An Illustrated History of the State of Washington" by Rev. H. K. Hines, published in 1894 by the Lewis Publishing Company of Chicago:

"Jacob Jenne, Treasurer of Island county, Washington, is one of the most prominent business men of Whidbey island, and is a worthy citizen of his adopted country. He was born in Germany, October 14, 1851, a son of J. M. and Mary M. (Gancinger) Jenne. When he was fourteen years of age he emigrated with his parents to America, and located on a farm in Calhoun county, Illinois. There he remained until four years had passed away, and then he started out to seek his own fortune. He was employed on a farm four years, and at the end of this time went to St. Louis, Missouri, where he secured a position in the shops of the St. Louis & Iron Mountain Railway. After eighteen months he left this work and went into the zinc manufactory, but shortly afterward returned to Greene county, and was again engaged in agricultural pursuits. Years of industry and steady habits had brought their reward and a small amount of money had been accumulated. Attracted by the superior opportunities offered in a new country, Mr. Jenne determined to come West. He came to the Pacific coast, and via San Francisco and Port Townsend he arrived on Whidby island, March 1, 1876. His years of experience in farming were here of great use to him. He rented the old Ebey donation claim of 320 acres, in connection with his brothers, which he cultivated nine years. He then removed to the Sam Hancock farm.

"Until 1883 Mr. Jenne had been keeping "bachelor's hall," but in that year he was married to Bertha S. Kaehler, a native of Wisconsin, born in 1860. Three sons have been born of this union: Arthur C., Walter and Charles P. After several years Mr. Jenne sent for his mother and sister to join him here. The sister has since married A. H. Kohne, and the mother makes her home with her son and daughter. In 1886 he lpurchased the Central Hotel, and continued his farming operations until 1887. He then gave his entire attention to the management of the hotel. He is still the owner and manager of this well-known and popular hostelry, but he and his family occupy a private residence in Coupeville. He also owns several tracts of land in Island county, 160 acres in Douglas county, Washington, and a considerable amount of town property.

"In 1892 he was elected to the office of County Treasurer by an overwhelming majority, and is one of the most capable and faithful officials the county has ever had. He is a member of Lodge No. 15, F. & A. M., of Lodge No. 107, I. O. O. F., and Lodge No. 18, A. O. U. W. He and his wife belong to the Order of the Eastern Star, and Mrs. Jenne is a member of the Daughters of Rebekah."
