U.S. Congressman. He attended Franklin and Marshall College, Elmwood Institute, studied law, was admitted to the bar in 1859 and commenced to practice law in Reading, Pennsylvania. He was Reading District Attorney, (1862-64), solicitor of Reading, (1867-70), a member of the board of school control of Reading, (1868-76), member of the Pennsylvania Statuary Commission, in 1877 and a member of the Pennsylvania State Senate, (1873-80). In 1878, he was elected as a Democrat to the Forty-seventh Congress and to the next three succeeding Congresses, serving 1889. He was reelected to the Fifty-fifth and Fifty-sixth Congresses, serving until his death at age 62.
