U.S. Continental Congressman, U.S. Congressman. During the Revolutionary War, he served as a Major in the Maryland forces of the Continual Army, was wounded at the Battle of Germantown and lost a leg at the Battle of Brandywine. After the war, he was a member of the Maryland State House of Delegates for numerous terms and a member of the Maryland State Senate. In 1787, he was elected a member of the Second Continental Congress and was again Maryland State House of Delegates, (1787-90). He was elected as a Pro-Administration candidate to the Third Congress, serving (1793-94), a member of the Maryland State Senate, (1796-1800) and New York State Court Judge, (1799-1800). He also was Major General of the Maryland Militia's First Division, (1795-1801). He served as the clerk of the District of Columbia's circuit court, until his death at age 49.
