He was the son of Beverly W. Coiner and Ida Hare Coiner.
On June 30, 1909 as Richard Tide Coiner, he married Emily Hall at Pierce County, Washington.
They were the parents of two children.

His family moved to Tacoma, Washington from Iowa in 1884. He graduated from the USMA on February 14, 1908 and was commissioned a second lieutenant in the Corps of Engineers. He served his entire career in the Engineers. His first assignment was with Company B, 1st Battalion of Engineers and then with Company E, 2d Battalion of Engineers at Vancouver Barracks, Washington. He attended the United States Army's Engineer School, graduating in 1910. From 1912 to 1914 he served in the Philippine Islands as a Topographical Inspector of Military Surveys and with Company L, 3d Battalion of Engineers at Corregidor. He returned to the United States as Assistant to the District Engineer with the First New York District. From August 1916 to November 1918 he was an instructor in the Departments of Engineering, Practical Military Engineering and Chemistry and then Professor of Practical Military Engineering. In September 1920, he was District Engineers for the Fourth Mississippi River District in New Orleans, Louisiana, where he was in charge of extensive river improvements and flood protection work. In June 1924, he was transferred to Portland, Oregon as District Engineer in charge of improvements at Columbia, Willamette and other rivers in Oregon and Washington. In August 1928. he became head of the Department of River and Harbor Engineering at the Engineer School located at Fort Humphreys in Virginia. Beginning in December 1932, he was in command of the Eleventh Engineers at Corozal, Canal Zone, Panama. On June 30, 1909, he married Emily Hall, daughter of John Henry and Phoebe Elizabeth Hall in Tacoma, Washington. They were the parents of two sons, Lieutenant Richard T. Coiner Jr. with the 7th Cavalry and Robert Dawson Coiner [1915-1942; died in an accident in Australia]. He was interred at West Point on September 12, 1933.
