Clarence Frank "Bud" Frazier, Jr. died unexpectedly at Emory in Atlanta on February 7, 2014. He was born in Omaha, Nebraska on June 17, 1945 to Clarence F. Frazier, Sr. and Mildred Kudsk Frazier. He is survived by his wife of 25 years Dora Carver, his daughter Amy Frazier-Colson (Kessler), son Justin Frazier, sister Barb Morgensen (Les), mother-in-law Alma Carver, beloved grandchildren and many rescued pets. Bud received both a B.S. Degree in Business Administration and a Doctorate of Jurisprudence from the University of Nebraska. There, he was a member of Sigma Phi Epsilon Fraternity. He also previously held a Florida Residential Building Contractor License. Bud spent more than 11 years with the District Counsel's Office, Internal Revenue Service, in the Miami, Atlanta, and Jacksonville offices. During the first seven years, he was a staff attorney representing the IRS in the Tax Court and State and Federal courts, along with providing legal advice to the audit and collection divisions. In 1978 he was appointed the Assistant District Counsel, Jacksonville Office, and supervised up to 10 attorneys in all aspects of legal representation of the IRS including criminal tax matters. As a private practitioner, he focused his practice on federal and state tax controversies, as well as small business corporations and other entities. He was admitted to practice in Florida, (previously Georgia), the United States Tax Court and the United States Court of Federal Claims. He was currently Of Counsel at Purcell, Flanagan, Hay and Greene, Attorneys-at-law. He was a partner in multiple real estate ventures, including his current equity ownership in the Retus Group. His family has a long history of Public Service. His grandfather, W. S. Frazier, held public offices including Mayor of Bellevue, Nebraska. His father, Clarence Frazier, Sr. also served as Mayor of Bellevue. Following in that tradition, Bud was a founding member of the Florida Historic Preservation Advisory Council, serving two consecutive terms from 1983 to 1987, under George Firestone, Secretary of State. He also served on the Board of the Florida Trust for Historic Preservation from 1989 to 1992. Concerned with local
Historic Preservation and Urban Neighborhood issues, Bud served on the Board of Riverside-Avondale Preservation as its Secretary, Vice-Chairman and then Chairman in 1983. He also served on the Board of Springfield Neighborhood Housing Services. Bud re-habilitated homes in Riverside-Avondale and Springfield Historic Districts. Bud loved his family, birthdays, Jazz music and The Law. He was an avid Baseball and Nebraska Football Fan, a dedicated animal rescuer and Vintage Car enthusiast. Bud's 1934 Chrysler Airflow CY, won 2013 Hilton Head Island Motoring Festival and Concours d' Elegance, most outstanding pre-1948 class award. A Wake/Memorial Service will be held at Purcell, Flanagan, Hay & Greene, 1548 Lancaster Terrace, Riverside, on Saturday, March 1st , 11a.m. to 2p.m. Vintage Car Friends are invited to also participate in a Cortege from Memorial Service, starting at 2p.m., to Greenlawn Cemetery (4300 Beach Blvd.) ending at 3p.m. The graveside service will follow at 3p.m. with The Rev Raja Zabanch, of St. John's Episcopal Cathedral, presiding. Pallbearers: Lindsay Cole, Esq., Curtis Fallgatter, Esq., Jack Fishburne, Esq., Timothy Flanagan, Esq. , William Graessle, Esq., Christopher Greene, Esq., Thomas Pointner, Esq., Robert Trudeau, Esq., and Linda Wicker, Esq. Flowers are welcome and will be used at Graveside service. Please send to George H. Hewell and Son Funeral Home, 4140 University Blvd., S.
