Born in Sumter, he was a son of Mrs. Fannie Buchanan Burns of Sumter and the late Alwin C. Burns.
Mr. Burns was a member and a deacon of the First Presbyterian Church.
He attended The Citadel prior to serving in World War II. He was a member of the 45th Infantry and a prisoner of war for eight months. He completed his education at the University of North Carolina where he was a member of Zeta Psi fraternity He also studied at the University of Oslo, Norway, during the summer of 1947.
He was owner and operator of Burns Flower Center.
