Born on August 5, 1957 in Kenton County, Kentucky, she was the daughter of Wilson Henry Burgin and the late Drucilla Patterson Ross. She graduated from Newport High School, in Campbell County, Kentucky. On September 6, 1997, she married Paul. Shepperd, and her husband survives her passing. She was the owner and operator of Country Cuts Pet Salon in DeMossville and a member of the Gardnersville Christian Church, in Pendleton County. She loved animals and had been a dog groomer for 23 years.
