She was born March 28, 1921 to Edward and Delila Fuegi in Salt Lake City, Utah.
She married Edgar L. Todd on August 24, 1940. Two years later their marriage was solemnized in the Salt Lake Temple.
Both have served actively in The Church of Jesus Christ of Latter-day Saints, including two missions together, one in Cardiff, Wales supervising construction of the stake center. Cecelia was Relief Society President three separate times. She also transcribed the patriarchal blessings that Edgar gave over a period of nineteen years.
She loved reading, solving crossword puzzles, cooking, needlework, and gardening. We will miss her and her traditional Christmas pound cakes. She loved her family, her neighbors, and her dog, all of whom she served compassionately.
When she went to nursing school, after her children were grown, she received the highest state test score for LPN licensure. For a while, she served as a head LPN at Wasatch Villa.
All who knew her will miss her quick insight, her feisty spirit, and her tender heart.
She is survived by her husband, Edgar L. Todd; her daughters: Dian Harvey and Ilene Lofgren; her sons-in-law: Bruce Harvey and Mikal Lofgren; her aunt, Marie Hulse; and her ten grandchildren and twenty-three great-grandchildren who will miss their "cookie" grandma.

Funeral services will be held on Friday, August 4, 2006 at 12:00 p.m. in the Taylorsville Gardens First Ward Chapel, 1950 West 4200 South. A viewing will be held on Thursday, August 3, 2006 from 6:00-8:00 p.m. at McDougal Funeral Home, 4330 South Redwood Road (1700 West), and Friday at the church from 11:00-11:40 a.m.
Interment: Valley View Memorial Park.
