Son of Chandler E. and Hannah C. (Foster) Clapp and brother of Oriana Clapp, Maria Foster Wilder and George C. Clapp. He married (1) 20 Jul 1875 Almena Modesta Sparrow in Chatham, Barnstable, Massachusetts and (2) 24 Jun 1886 Mollie A. Cranney in Coupeville, Island, Washington. By his first wife he had one child, Allie, born and died in 1880.

A seafaring man for twenty-plus years, in 1886 he voyaged to Puget Sound where he met and married Mollie Cranney and retired from the sea. He was postmaster at Coupeville for 17 years and also served as justice of the peace, deputy county clerk and deputy county treasurer. He joined the Masonic Lodge in Massachusetts and continued his membership in Coupeville for a total of 72 years.
