In 1887, he moved to the burgeoning community of Elsinore in Riverside County, and then three years later to the city of Riverside.

He returned to Canada in 1893 to find a bride. At Morrisburg, Ontario, Canada, he married Helen Wagner Maxwell, the daughter of Daniel Wagner and Rhoda Juliet Hawley at Dickinson's Landing, Stormont County, just outside Osnabruck, Ontario, Canada.

William and Helen married on Nov. 21, 1894, and returned to Riverside. They had two daughters, Frances Maxwell Fraser White, the Dean of Women at Riverside Community College from 1925 to 1956 and wife of Army Gen. William R. White, and Ruth Fraser Powlison, wife of Keith Powlison.

William Fraser managed the Arlington Heights Fruit Exchange and was director of the California Fruit Growers Exchange from 1901 to 1919. He was also president o the Gage Canal Company for 25 years. He helped developed 5,000 acres of Arlington Heights for single-family residential homes.

Later in his life, he was elected president of the Security Savings Bank and vice-president of Citizens National Bank in Riverside. He was also a member of the Pioneer Society.

In 1941, while at work at Citizens National Bank, he suffered a massive stroke and died.
