Joe was the son of Michael Joseph Donahoe and Mary I. Sheahan.

He received a Bachelor of Science in Education degree from Central Missouri Teachers' College and a Master's degree from Michigan University.

In September of 1946, Joe married Claire Schillace, who had just completed her 4th season with the Racine Belles. They left immediately for Frankfurt, Germany, where he was to be the first Principal of the new American high school at the Frankfurt Army Post.

Joe presided over opening a school for the dependents of American Army personnel stationed in Frankfurt in the aftermath of World War II. He held that post for three years, with Claire joining the faculty in 1947 as a science and P.E. teacher.

He went on to work at overseas posts in Ethiopia, Bolivia and Iran before returning to the United States to settle in the Washington, D.C. area.
